Standing up an Architecture Function at a European Bank

How CELESDEV designed and delivered a complete enterprise architecture function — governance model, ARB, technology repository, and ADR workflow — for a mid-size bank in the 18 months following a merger, cataloguing 340 services and moving architecture maturity from Level 1 to Level 3.

Context & Challenge

Post-merger architecture complexity

Following the merger of two mid-size banks, the combined entity had 340+ services, two separate technology stacks, no common architecture governance, and six months of regulatory deadline pressure to demonstrate a coherent integration strategy to the central bank. The architecture function needed to be built from scratch while simultaneously managing the merger integration programme.

The constraints were severe: no existing ARB, no technology catalog, TOGAF knowledge limited to one internal resource, and a leadership team that had experienced "architecture governance" primarily as a bureaucratic delay mechanism at their previous institutions.

Our Approach
M1–2
Landscape assessment: Stakeholder interviews, service inventory, current-state architecture mapping into MEGA HOPEX. Identified 23 critical integration points between the two legacy stacks.
M3–6
Governance design: ARB charter, TOGAF ADM tailoring for agile delivery cycles, principles, and the first ADR workflow. First ARB session held at month 4.
M7–12
Repository build-out: MEGA HOPEX metamodel configuration, catalog population via automated discovery, fitness functions deployed in CI pipeline for dependency rule enforcement.
M13–18
Capability transfer: Internal architect team upskilled, TOGAF ADM embedded in delivery process, ARB operating independently. CELESDEV role reduced to quarterly advisory.
Outcomes
340 services catalogued in MEGA HOPEX with 94% accuracy (CI-validated)
ARB operating cadence: bi-weekly design reviews, monthly governance board
60% reduction in architecture-related late-stage rework (measured over 12 months post-ARB)
Architecture maturity assessment: Level 1 → Level 3 (Gartner ITScore)
Regulatory submission accepted with no significant architecture-related findings
Internal team of 4 architects operating independently by month 18
