Cloud Landing Zone & 80-Workload Migration for an Energy Group

How CELESDEV designed an Azure enterprise landing zone, implemented autonomous subscription vending, and migrated 80+ workloads from on-premises data centres over 14 months — achieving a 40% reduction in infrastructure costs post-migration.

Cloud Migration — Energy Group
Context & Challenge

Legacy data centres, hard deadlines

The client operated two ageing data centres with a contractual exit deadline 18 months away. 80+ workloads needed to be assessed, re-platformed, and migrated before the data centre leases expired. Previous cloud adoption attempts had stalled at the landing zone design stage due to conflicting security and network requirements between business units.

The core problem was not technical — it was governance. Six business units had different data classification policies, three security teams had conflicting interpretations of the group's cloud security baseline, and there was no central authority to resolve the conflicts. Every landing zone decision required a committee.

Our Approach
M1–2
Governance design: Established a Cloud Centre of Excellence with clear decision rights. One security baseline, enforced by Azure Policy deny effects. Business units provided input; CCOE made decisions.
M2–4
Landing zone build: Hub-and-spoke network topology, centralised firewall and DNS, Terraform modules for all platform components. Subscription vending machine using Azure Service Catalog — 20-minute provisioning, fully automated.
M4–14
Migration waves: Portfolio assessment (6Rs), five migration waves by risk profile. Dev/test first, regulated production workloads last. Parallel data centre operations maintained throughout.
Outcomes
82 workloads migrated before data centre exit deadline
40% reduction in infrastructure costs (like-for-like vs. data centre OpEx)
Subscription provisioning reduced from 3–6 weeks (manual) to 20 minutes (automated)
Zero policy violations found in post-migration security audit
Internal cloud team of 6 engineers operating the landing zone independently post-programme
Azure Policy initiative published as open-source — 400+ GitHub stars
