Five phases to production cloud

Phase 1

Cloud Strategy & Readiness (4 wks)

Cloud provider selection rationale, network topology decision, identity architecture design, security baseline definition, FinOps operating model design, Cloud Centre of Excellence charter.

Phase 2

Landing Zone Build (6–8 wks)

Hub-and-spoke network, firewall and DNS, subscription vending machine (Terraform), Azure Policy / AWS SCP enforcement, identity federation, Defender for Cloud / Security Hub baseline.

Phase 3

Application Portfolio Assessment (2–4 wks)

6Rs classification for all workloads (Retire, Retain, Rehost, Replatform, Refactor, Rebuild). Migration effort scoring, dependency mapping, wave sequencing by risk and business priority.

Phase 4

Migration Waves (variable)

Dev/test first, production last. Parallel operation maintained throughout. Rollback runbooks for every workload. Weekly wave reviews with CCOE. FinOps reporting from wave one.

Phase 5

Operating Model Transition

Cloud operations runbooks, SRE practice establishment, on-call rotation design, upgrade cadence definition, FinOps ceremony embedding, internal team capability transfer.
